Oil and Natural Gas Corporation



During the pre-independence period, the Assam Oil Company in the northeastern and Attock Oil company in northwestern part of the undivided India were the only oil companies producing oil in the country, with minimal exploration input. The major part of Indian sedimentary basins was deemed to be unfit for development of oil and gas resources.


After independence, the national Government realized the importance oil and gas for rapid industrial development and its strategic role in defense. Consequently, while framing the Industrial Policy Statement of 1948, the development of petroleum industry in the country was considered to be of utmost necessity.

Until 1955, private oil companies mainly carried out exploration of hydrocarbon resources of India. In Assam, the Assam Oil Company was producing oil at Digboi (discovered in 1889) and the Oil India Ltd. (a 50% joint venture between Government of India and Burmah Oil Company) was engaged in developing two newly discovered large fields Naharkatiya and Moran in Assam. In West Bengal, the Indo-Stanvac Petroleum project (a joint venture between Government of India and Standard Vacuum Oil Company of USA) was engaged in exploration work. The vast sedimentary tract in other parts of India and adjoining offshore remained largely unexplored.

In 1955, Government of India decided to develop the oil and natural gas resources in the various regions of the country as part of the Public Sector development. With this objective, an Oil and Natural Gas Directorate was set up towards the end of 1955, as a subordinate office under the then Ministry of Natural Resources and Scientific Research. The department was constituted with a nucleus of geoscientists from the Geological survey of India.

A delegation under the leadership of Mr. K D Malviya, the then Minister of Natural Resources, visited several European countries to study the status of oil industry in those countries and to facilitate the training of Indian professionals for exploring potential oil and gas reserves. Foreign experts from USA, West Germany, Romania and erstwhile U.S.S.R visited India and helped the government with their expertise. Finally, the visiting Soviet experts drew up a detailed plan for geological and geophysical surveys and drilling operations to be carried out in the 2nd Five Year Plan (1956-57 to 1960-61).

In April 1956, the Government of India adopted the Industrial Policy Resolution, which placed mineral oil industry among the schedule 'A' industries, the future development of which was to be the sole and exclusive responsibility of the state.

Soon, after the formation of the Oil and Natural Gas Directorate, it became apparent that it would not be possible for the Directorate with its limited financial and administrative powers as subordinate office of the Government, to function efficiently. So in August, 1956, the Directorate was raised to the status of a commission with enhanced powers, although it continued to be under the government. In October 1959, the Commission was converted into a statutory body by an act of the Indian Parliament, which enhanced powers of the commission further. The main functions of the Oil and Natural Gas Commission subject to the provisions of the Act, were "to plan, promote, organize and implement programmes for development of Petroleum Resources and the production and sale of petroleum and petroleum products produced by it, and to perform such other functions as the Central Government may, from time to time, assign to it ". The act further outlined the activities and steps to be taken by ONGC in fulfilling its mandate.


1961 - 1990

Since its inception, ONGC has been instrumental in transforming the country's limited upstream sector into a large viable playing field, with its activities spread throughout India and significantly in overseas territories. In the inland areas, ONGC not only found new resources in Assam but also established new oil province in Cambay basin (Gujarat), while adding new petroliferous areas in the Assam-Arakan Fold Belt and East coast basins (both inland and offshore).


ONGC went offshore in early 70's and discovered a giant oil field in the form of Bombay High, now known as Mumbai High. This discovery, along with subsequent discoveries of huge oil and gas fields in Western offshore changed the oil scenario of the country. Subsequently, over 5 billion tonnes of hydrocarbons, which were present in the country, were discovered. The most important contribution of ONGC, however, is its self-reliance and development of core competence in E&P activities at a globally competitive level.


After 1990

The liberalized economic policy, adopted by the Government of India in July 1991, sought to deregulate and de-license the core sectors (including petroleum sector) with partial disinvestments of government equity in Public Sector Undertakings and other measures. As a consequence thereof, ONGC was re-organized as a limited Company under the Company's Act, 1956 in February 1994.


After the conversion of business of the erstwhile Oil & Natural Gas Commission to that of Oil & Natural Gas Corporation Limited in 1993, the Government disinvested 2 per cent of its shares through competitive bidding. Subsequently, ONGC expanded its equity by another 2 per cent by offering shares to its employees.

During March 1999, ONGC, Indian Oil Corporation (IOC) - a downstream giant and Gas Authority of India Limited (GAIL) - the only gas marketing company, agreed to have cross holding in each other's stock. This paved the way for long-term strategic alliances both for the domestic and overseas business opportunities in the energy value chain, amongst themselves. Consequent to this the Government sold off 10 per cent of its share holding in ONGC to IOC and 2.5 per cent to GAIL. With this, the Government holding in ONGC came down to 84.11 per cent.

In the year 2002-03, after taking over MRPL from the A V Birla Group, ONGC diversified into the downstream sector. ONGC will soon be entering into the retailing business. ONGC has also entered the global field through its subsidiary, ONGC Videsh Ltd. (OVL). ONGC has made major investments in Vietnam, Sakhalin and Sudan and earned its first hydrocarbon revenue from its investment in Vietnam.

2. PHOTOGRAMMETRY AND MAPPING CAPABILITIES OF NST

• Aerial Photographs (Raw or Processed; 15 - 25 cm resolution)
• Satellite Images - IKONOS, Orbview, Quick Bird (0.6 m to 1 m resolution

7. The Mapping activity process adopted by NST includes:
• scanning of analog aerial photographs, if scanned images are not supplied by
the client. Large format Digital aerial cameras or Airborne LIDAR with Digital
camera can also be processed.
• Orientation procedures (with RPC and ground controls for the high resolution
satellite images or with Aero Triangulation process with ground controls and auto
tie points for aerial images)
• Stereo model generation
• DEM / Contour extraction from stereo images. LIDAR data processing for
generation of accurate landbase and profiling can be done, if airborne LIDAR
data is available
• Generation of orthoi-mages
• Creation of base map from ortho-images or in stereo, 3-dimensional objects are
required.


IN ADDITION
• If the above image based approach is not possible / necessary, existing
hardcopy / digital platbooks available with the county governments or from the
private parties can be used for base map generation.
• If digital data is to be procured, the accuracy of the data, its seamless integrity
running across section boundaries in the requisite projection system need to be
checked and ordered.
• If hardcopy data is procured, the same can be scanned and digitsed for creation
of digital land-base. The projection system followed by the county government
shall be followed. While data capturing the seamless geo-referencing of
individual sheets will be taken care


QUALITY CHECKS
• Mapping done using 2-d or 3-d techniques will undergo a strict quality check for
planimetric and scale compliance before final acceptance under the supervision
of experts.
• In order to create a seamless geographical area mosaicing (joining more No of
map sheets) is done. Edge Matching is done by bringing two adjoining sheets file
and matching is done with their edges to form a “Seamless Map”. All these are
done in digital environment.

• Map cleanup is done to remove the unwanted features such as dangles,
undershoots, duplicate objects etc. The maps are checked for various errors
such as ‘features continuity’, ‘missing entities nos.’ ‘duplicate text no.’, ‘layers
checking’ etc. These checks are carried out using the customized utilities
developed by the NST GIS Development Team.
• Topology is built by categorizing all the layers into 3 feature i.e. point, line and
polygon. Attributes are attached to the respective spatial data.
• The GIS database is organized as geo-databases in Arc technology products.


ADDITIONAL ATTRIBUTE INFORMATION
• The engineering drawings/pans or as built drawings of the existing assets
available with the client will be the input. If digital data is available, the details,
information and format will be studied and the same will be converted onto the
base map, appropriately. If the data are as hardcopy maps, the same will be
scanned and locally warped on to the base map prepared from the aerial /
satellite images. The asset details will then be reconstructed, spatially with
supporting info.
• During overlay and reconstruction process, the categorization of assets and
other relevant details are attached to the objects. This will facilitate in easy
integration of the data into the ARCGIS Suite (ARC FM) of software.


8. GIS integration – Additional data available with the client in any format would be
appropriately converted in to the digital form and into the GIS software. The same would
be spatially referenced and attribute data would be attached.


9. Customised application will be developed using ARCGIS engine with ARC SDE - ARC
EDITOR to suit the actual requirements of the user.


10. As far as Mapping is concerned, our team experts have done include mapping for
>10000 sq km with >7to8000 models; aero-triangulation for >5000sq km with about
12000 control points. Our team has used 1:3000 to 1:40000 scale Aerial photos and
mapping done was on scales of 1:500 to 1:2000.


3. LIDAR DATA PROCESSING CAPABILITIES OF NST
11. The recent advancement in the aerial platform is the Airborne LIDAR (Light detection
and Ranging). Airborne LIDAR mapping is tightly integrated with an onboard Kinematics
GPS and an Inertial Measuring Unit (IMU). This gives the advantage of measuring the
position of the aircraft for every one-second that can be used for getting finer intervals
with differential processing. The IMU helps in getting the attitude of the laser sensor for
200 times per second which helps in determining the principle position of the laser
scanner and in turn the range of the objects from the sensor. LIDAR is normally
integrated with the Digital Camera, which is used to get the images along with laser
data. The laser helps to create Digital Elevation Models with an accuracy of 25cms at
closed spaced ground points at 1 meter intervals.


12. It will also be possible to get the terrain information even under forest / tree cover, which
in other cases is highly difficult to process. The Applications for LIDAR generated data
are DEM / DTM Generation, Quick Ortho Photo Maps, Disaster Management, Canal
link studies, Alignment Studies, Power Line Monitoring and Maintenance, Flood
Mapping, Forest Mapping, Coastal Storm Surge Studies, 3D city modeling, Urban
Planning, Transmission Line study, Sag tension Mapping etc.


13. As NST understands, the process flow steps in a Lidar Survey would include:
• Data download (GPS, laser, camera)
• GPS data processing
• Integrate with IMU data for processing smooth best estimated trajectory
• With SBET, process laser data
• Get point cloud laser data on required projection system and format (preferebaly
LAS format)

• Create small blocks for easy handling and processing

The company was founded with the objective of offering high quality and cost effective back office Engineering and Geospatial Data services to the US and European markets. Since its foundation the company has significantly expanded its scope and scale of operations.

Started with just 3 persons, DSM Soft now employs more than 1000 people. DSM Soft has two state-of-the-art high capacity production & development centers at Chennai and Trichy. In 1879,P.ORR & SONS moved into its present location on Mount Road, Chennai. With wooden staircases, Winding designed by Chisholm Friba, who was then the consultant architect of Madras.

Clock Tower
The three face clock tower on the building was connected to the Madras Observatory.The company was so particular that the clock showed the correct time that it was checked and the time corrected every hour.

Clocks, Diamonds and Bicycles
In the early years, P.ORR & SONS sold precious metals and jewellery. Besides dealing in clocks and watches from Britain, France and Switzerland, the company manafactured bicycles and was also an agent for certain automobile companies. But with the independence came the ban on imports and the company began marketing Indian watches.

Today
In 1967 the late Mr.Karumuthu Thiagarajan Chettiar purchased P.ORR & SONS , making it a part of Loyal Textile mills Ltd. Apart from the P.ORR & SONS has three other outlets in Chennai(madras) and one each in Madurai and Coimbatore.

With such long history of keeping time , P.ORR & SONS has acquired an enviable reputation of quality, trust and reliability- which few can match.
